He was born in Barquisimeto, Venezuela, on June 9, 1977. He graduated as an attorney at the Andrés Bello Catholic University in Caracas, where he also completed a specialization in Governance and Political Management with the support of George Washington University and CAF. He was the student representative of the Faculty Council of the Law School of the UCAB. He worked at the law firm Torres, Plaz y Araujo and served as Vice President of the Venezuelan chapter of the World Association of Young Lawyers. He studied Business Strategy at the University of Toronto and Political Marketing at the Inter-American Center for Political Management in Miami. Participated in the Exchange Program of the Department of State of the United States of America for young political leaders. In 2010 he was a candidate for the National Assembly of Venezuela elected in Primary by the coalition of opposition parties (MUD). In 2012 he was elected Deputy to the Legislative Council of Lara State, later becoming General Director of the Municipality of Iribarren Municipality (Barquisimeto). In 2.015 he was named National General Secretary of his party La Causa R and in 2.017 he was designated as Principal Secretary and Member of the Board of Directors of the National Assembly of Venezuela. He is essayist, poet and writer of several Printed and Digital Journals. In 2,017 he was distinguished with the “Juan Guillermo Irinarren” Municipal Decoration and Order and he was part of the delegation of the Venezuelan opposition that received the Sakharov Prize on Human Rights of the European Parliament.
